How much hair grows, where, and how coarse it is, is set mostly by heredity and by hormones: the follicles in some areas are simply more sensitive to androgens, in men and women alike. Hormonal shifts, pregnancy, polycystic ovary syndrome and some medicines can increase growth, and new hair on the face or chest in women deserves a medical opinion, particularly when it appears suddenly. Shaving and waxing remove the hair but not the follicle, so it returns on its own cycle. A laser works on the pigment in the hair itself, which is why it suits dark hair and needs a course timed to the growth phase.
